What Is a Residual Functional Capacity (RFC) Assessment?

An RFC (Residual Functional Capacity) is SSA's assessment of what you are still able to do physically and mentally despite your disability, measured against the demands of full-time work. It is not a diagnosis and it is not a disability rating. It is a practical judgment about function: how much you are able to lift, how long you are able to sit or stand, and how well you are able to concentrate and keep pace over an eight-hour day.

The RFC exists because a medical condition alone does not decide a disability claim. Two people with the same diagnosis often have sharply different limitations, and SSA has to measure function, not labels. The agency uses the RFC to translate your medical evidence into work-related terms, then carries that finding into the last two steps of its review. Get the RFC right and a strong claim holds together. Get it wrong and even a serious impairment reads, on paper, like something you are able to work around.

How Social Security Determines Your RFC

SSA builds your RFC from all of the evidence in your file, not from any single report. The agency reviews your treatment records, objective testing, medical opinions, your own statements about daily activities, and observations from any consultative examination it orders. The goal is a function-by-function picture of your remaining ability, tied to the record rather than to how severe a condition sounds.

Who Completes Your RFC Assessment

At the initial and reconsideration stages, a medical consultant at the state Disability Determination Services completes your RFC, often on a physical assessment form. At the hearing stage, the Administrative Law Judge makes the RFC finding after reviewing the updated record and hearing testimony. That shift matters, because the judge is not bound by the earlier RFC and often has far more medical evidence to work with.

The Medical Evidence Behind Your RFC

Your RFC is only as strong as the medical evidence that supports it, which is where most claims are won or lost. Treatment notes that describe specific functional limits carry more weight than notes that list only diagnoses and medications. A chart that reads "chronic low back pain, stable on medication" tells an adjudicator almost nothing about function. A note that says you are unable to sit longer than 20 minutes or lift a gallon of milk tells them everything. Physical RFC: Exertional Limitations

Exertional limitations describe the strength demands you are still able to meet: lifting, carrying, standing, walking, sitting, pushing, and pulling. SSA sorts these into five exertional levels, and the level you land in narrows or widens the range of jobs SSA counts against you.

The Five Exertional Levels

SSA groups physical work into five exertional levels, from sedentary up to very heavy. The table below shows the general lifting and posture demands of each.

Where you land on this scale does a lot of work in your case. A finding of sedentary, rather than light, sharply reduces the number of jobs SSA counts, and for a worker over 50 it often tips the grid rules toward a finding of disability. That is why the difference of a few pounds of lifting capacity, or an hour of standing tolerance, is worth documenting with care rather than leaving to a form checkbox.

Physical RFC: Non-Exertional Limitations

Non-exertional limitations are the physical restrictions that have nothing to do with strength, and they often decide a claim on their own. A person able to lift plenty of weight might still be unable to work because of a hand impairment, an inability to stoop, or a need to avoid workplace hazards.

Manipulative, Postural, and Environmental Limits

These limits cover what your body is able to do beyond lifting: fine and gross use of the hands, movement of the trunk, and tolerance of the work environment. They break down into a few groups:

• Manipulative: reaching, handling, fingering, and feeling. Limits here rule out many assembly, clerical, and production jobs.
• Postural: stooping, crouching, kneeling, crawling, balancing, and climbing.
• Environmental: tolerance of heat, cold, humidity, dust, fumes, noise, and workplace hazards such as unprotected heights or moving machinery.

Sitting, Standing, and Full-Day Work Tolerance

The most decisive non-exertional question is often whether you are able to sustain any work across a full day and a full week. A person able to sit for 20 minutes at a time, or who would miss several days a month, or who needs unscheduled breaks, is often unable to hold any job at all. Here is the point many claimants miss: the ability to do an activity once is not the same as doing it reliably, eight hours a day, five days a week. SSA is supposed to measure sustained ability, and a well-documented record makes that difference clear.

Mental RFC: Limits That Affect Your Ability to Work

A mental RFC describes how your psychological or cognitive limits affect the mental demands of work, and for many claimants it is the heart of the case. SSA looks at four broad areas: understanding and remembering information, interacting with others, concentrating and keeping pace, and adapting to changes and managing yourself. Concentration, Persistence, and Pace

Concentration, persistence, and pace measure whether you are able to stay on task and keep up with a normal work speed over time. A person who loses focus after short periods, or who works far slower than a job requires, has a limited mental RFC even with strong technical skills. Time off-task and the need for redirection are the details that decide these findings, so the record should describe them plainly.

Social Interaction and Adapting to Stress

Social and adaptive limits describe how you handle supervisors, coworkers, the public, and ordinary changes in a work routine. Difficulty accepting instruction, frequent conflict, or an inability to handle routine changes reduces the jobs SSA is able to count. For claimants with severe symptoms, these limits often rule out even simple, unskilled work.

How the SSA Uses Your RFC in Steps 4 and 5

Your RFC drives the final two steps of SSA's five-step sequential evaluation, where the disability decision gets made. At Step 4 SSA compares your RFC to your past work. If your past work is ruled out, the case moves to Step 5, where SSA asks whether any other work remains.

Step 4: Your Ability to Return to Past Work

At Step 4, SSA compares your RFC to the physical and mental demands of the jobs you held in the past 5 years. If your RFC rules out every past job, you clear Step 4 and the burden shifts to SSA at Step 5. If SSA finds you are able to do a past job as you performed it, or as it is generally performed, the claim ends here.

Step 5: Other Work in the National Economy

At Step 5, SSA must show that other jobs exist in significant numbers that someone with your RFC, age, education, and work experience is able to perform. This is where a vocational expert testifies at the hearing, and where cross-examination matters. The judge poses a hypothetical worker with your exact RFC, and the vocational expert names jobs that fit. We have questioned vocational experts about whether the jobs they name truly fit a claimant's real limits, because a single overlooked restriction often removes every job on the list. When the hypothetical leaves out a limit your record supports, such as time off-task or a two-handed reaching restriction, the answer changes, and so does the outcome.

The Medical-Vocational Grid Rules and Age 50 and Over

The medical-vocational guidelines, known as the grid rules, combine your RFC with your age, education, and work history to direct a decision at Step 5. Age is often decisive: once a claimant reaches age 50, and again at 55, the grids treat the ability to adjust to new work as more limited. A claimant over 50 who is limited to sedentary or light work, with no transferable skills, is often found disabled under the grids even when a younger person with the same RFC would not be.

The RFC Form and Why Your Doctor's Opinion Matters

The RFC that decides your case is completed by SSA, but a detailed opinion from your own doctor is one of the strongest tools for shaping it. Your treating provider knows your day-to-day function in a way a one-time consultative examiner does not. A clear medical source statement that ties specific limits to objective findings gives the adjudicator a reason to adopt a more restrictive, and more accurate, RFC.

Making Your Doctor's RFC Statement More Persuasive

A persuasive RFC opinion is specific, function-by-function, and grounded in the medical record. Vague notes such as "patient is disabled" carry little weight, because disability is a legal conclusion reserved to SSA. The statements that move a case describe exact limits: how many pounds, how many minutes of sitting, how many absences a month.

RFC Compared With a Functional Capacity Evaluation (FCE)

An RFC and a Functional Capacity Evaluation are not the same thing, and confusing them costs claimants time. An FCE is a formal physical test, usually run by a physical or occupational therapist, that measures what your body does on a set of standardized tasks. An RFC is SSA's own administrative finding, drawn from the whole record. An FCE is useful evidence that feeds into the RFC, but a diagnosis or a single test result, on its own, is never an RFC.

What to Do If the SSA's RFC Is Wrong

If SSA's RFC overstates what you are able to do, you have the right to challenge it, and the deadline is strict. You have 60 days from the date of a denial to file an appeal at each stage. Missing that window ends an otherwise strong claim, so treat any denial notice as time-sensitive.
